Ans:

Applicant can get the registration forms and other relevant documents through two ways, which are:

  1. At "Download" link available at the web site of the E&T department, which is www.islamabadexcise.gov.pk
  2. Also available at information desk of the E&T department, Islamabad.

Q 6.
Is it necessary to produce vehicle for physical inspection?

Ans:
Yes, at the time of new registration, vehicle should be produced for physical Inspection to ensure the authentication of the vehicle as well as its documents. But in case of transfer of ownership,(according to motor vehicle registration law) it is not necessary to produce vehicle for physical Inspection.

How can I estimate registration fee for new vehicle?

Ans:

Vehicle registration fee/due is bifurcated on the bases of engine capacity of the vehicle, which are mentioned below:

  1. Upto 1000 cc                                        1% of the vehicle value (Invoice value)
  2. From 1001 cc to 2000 cc                       2% of the vehicle value (Invoice value)
  3. From 2001 and Above                            4% of the vehicle value (Invoice value)

Q 8.
What documents are needed for the registration of new vehicle?

Ans:

The following documents are required for new motor vehicle registration (depending upon its different scenarios and situations):

  • Application from the applicant.
  • Form "F" (Signed by the applicant)
  • Copy of CNIC of the applicant (If applicable).
  • Vehicle will be produced for physical Inspection.
  • Residence proof will be provided along with utility Bill (Documentary Proof).
  • In case of Imported Vehicle the following documents are required:
    • Bill of Entry / G.D.
    • Bill of Lading.
    • Photocopy of old registration book/Invoice.
    • Transfer letter from Importer and copy of passport/CNIC duly attested by the Gazetted Officer. (If applicable)
  • In case of Locally manufactured Vehicle the following documents are required:
    • Sale Certificate(s) of the vehicle
    • Sale Invoice(s) of the vehicle
    • Transfer letter and copy of CNIC of first owner of the vehicle attested by the Gazetted Officer. (If applicable)
  • In case of Auctioned Vehicle, the required registration documents are:
    • Auction letter from the related company/organization/department (which clearly identify the auction related particulars)
    • If the chassis number of the auctioned vehicle is unreadable through naked eye, then Laboratory report will be required from the authorized Laboratory for the authentication of the vehicle.
    • Voucher of the auctioned vehicle.

What is the meaning of "Provisional till confirmation" (stamped on the registration certificate)?

Ans:
Provisional registration certificate is issued till the confirmation not received from the manufacturing company of the concerned vehicle (i.e., Honda, Toyota, Suzuki, etc). Therefore, the "Provisional till Confirmation" stamped on the registration certificate.

How much time is required for issuance of registration certificates?

Ans:
  • In case of Imported vehicle, if imported vehicle documents are verified through online system from Custom Database then it will take 01 month. On the other hand, if the documents are not verified through online system then it will be pending till its confirmation is received manually.
  • In case of local manufactured vehicle, registration certificate issued within 02 to 03 months.

What documents are necessary for the registration of auction vehicles?

Ans:
In case of Auctioned Vehicle, the required registration documents are:
  • Auction letter from the related company/organization/department (which clearly identify the auction related particulars)

Applicant can get the basic information about the particular vehicle through Data Varification System installed at Excise & Taxation Department and also available at Excise & Taxation Department's website..

Q 15. How many Payment modes are available for fee/dues submission?

Ans:
All payments (fee/taxes amounts) paid at vehicle registration windows exist within the premises of Excise & Taxation Department, Islamabad.

Q 16 Which Banks are authorized for fee/dues collection?

Ans:

At the day end, daily collected fee/dues amounts are deposited in National Bank of Pakistan (NBP) through relevant challan procedure.

Q 17. Is NTN No. required for Income Tax submission?

Ans:
Incase of Company/organization, NTN Number is compulsory for the Income Tax to trace out the tax defaulters. It is imposed by the State Bank of pakistan and Federal Board of Revenue (FBR), but incase of individual, CNIC will be considered as Tax Number.

Q 20. What documents are required for the transfer of vehicle?

Ans:

Following document(s) are required for transfer of vehicle:

  1. Application from Applicant, which will address to ETO.
  2. Photocopy of NIC of the Applicant.
  3. Complete filled and signed Form 'F'
  4. Photocopy of NIC of the Seller and Purchaser.
  5. Computerized Transfer Letter
  6. T.O Form
    (If the registered vehicle's owner does not appear in person, documents at serial No. 4,5 & 6 should be attested by Class-I officer. It is also mandatory to present the photocopy of NIC and office phone number of the attesting office..)
  7. In case of a vehicle leased from a bank or a leasing company, NOC/transfer letter should be required from relevant bank or leasing company.
  8. An affidavit to the effect that the vehicle is neither stolen nor required in any other case and that the applicant would be himself responsible for any discrepancy pointed afterward.



Q 21. How many categories of transfer fee?

  • Transfer Fee will be deposited at National Bank, F-8 Markaz branch or State Bank of Pakistan, Islamabad as per rate given below :
    • Up to 1000 cc                              Rs. 1200/-
    • From 1001 cc to 1800 cc              Rs. 2000/-
    • Above then 1801 cc                      Rs. 3000/-
  • The formula for Multiple Transfer of Ownership is :
    • Fee for Multiple Transfer of Ownership = Applicable rate of the Transfer X Number of Transfers involved.

Q 23. Where the Annual tax payment should be paid?

Ans:
Annual Token Tax can be either paid in Post Office, where the token tax registration is entered or in Excise & Taxation Department, Islamabad.

Q 24. What is the schedule of token tax payment?

Ans:
Token tax payment is yearly deposited in related Post Office of the Islamabad city. It is preferable to deposit the Token tax payment in the month of July of every year, because in July Government give the 10% rebate on the token tax amount.

Ans:
  • Incase of other District transfer following documents will be produced:
    • Application for transfer of ownership from applicant, which address to Excise and Taxation Officer.
    • Photocopy of CNIC of Applicant.
    • Form “F”
    • Photocopy of CNIC of Seller.
    • Transfer letter
    • T.O form
      (Incase of Seller does not present himself then CNIC of Seller, transfer letter and T.O form should be attested by the Class one Officer. It is also compulsory to produce CNIC and office telephone number of the attesting officer.)
    • Incase of leased vehicle from bank or leasing company, NOC/transfer letter should be required from relevant bank or leasing company.
    • Residential proof from the Applicant:
      • An Affidavit is required from applicant, in which he/she will give surety that vehicle is not involved in vehicle stolen, fraud or any other cases. And he/she will also take the responsibility if documents contain any discrepancy.
      • Electrical/ Sui-Gas/ Telephone bill, CNIC card, Lease Agreement, driving License, Registry, and Allotment letter/ office card (incase of Government servant) or Appointment letter will be acceptable as a residential proof.
      • Incase of non-resident of Islamabad city, Applicant can provide residential proof of that person who own his responsibility. Affidavit providing person should appear at the time of transfer along with his original CNIC and contact number.
    • Photocopy of Registration Book.
    • Photocopy of complete vehicle registration file, if file is returned from the relevant Excise & Taxation Department.
    • NOC (No Objection Certificate) for the transfer of ownership from the relevant Excise & Taxation Department.

 If registration book is lost or stolen then applicant can apply for duplicate registration book. Following documents are required for duplicate registration book:

  1. Application address to Excise & Taxation Officer for duplicate registration book.
  2. Form "F"
  3. Copy of FIR report in relevant Police Station.
  4. An stolen news in any daily newspaper.
  5. Photocopy of original registration book/certificate (if available)
  6. Update token certificate from relevant Post Office.
  7. Duplicate registration book fee deposit through challan in authorized banks, which is mentioned below:
    • Private/Government Vehicle   = Rs. 500/-
    • Commercial Vehicle               = Rs. 1000/-
Q 30. My vehicle registration book is torn/burnt, how I can get replacement of it?

Ans: If registration book is torn or burnt (in shape of unreadable form) then applicant can apply for replacement registration book. Following documents are required for replacement registration book:
  1. Application address to Excise & Taxation Officer for replacement registration book.
  2. Form "F"
  3. Submit previous registration book (which is in bad shape).
  4. Update token certificate from relevant Post Office.
  5. Replacement registration book fee deposit through challan in authorized banks, which is mentioned below:
    • Private/Government Vehicle   = Rs. 500/-
    • Commercial Vehicle               = Rs. 1000/-

Ans:  Applicant can retain his vehicle registration number through mutual transfer. According to the mutual transfer applicant swap his two vehicles registration numbers with each other (it is necessary that both the vehicles are register under the same ownership)

Basic condition for the Liquor Permit issuance:

  • Applicant should be non-muslim.
  • Applicant not less then 21 years old.
  • Only one permit issued to every applicant within the validation period of the permit.
  • Permit Fee is : Rs. 50 per month
  • Maximum 6 units are allowed in a month.
  • Maximum period of the permit is 6 months.
